Kansas House Bill 2543: Eliminating New-Home Inventory Taxes
The Kansas House Committee on Taxation this week sent House Bill 2543 for consideration to the full House, which is expected to begin debate as early as Monday, March 24. This bill would change property tax assessment on new homes from a completion system to occupancy assessment, effectively eliminating the inventory tax on model homes, spec homes and homes under construction while adding new homes to the property tax rolls at full value after occupancy. The HBA has worked closely with the legislature to advance the bill and urges all members to contact their legislators immediately!

Federal Immigration Legislation
The National Association of Home Builders is tracking two immigration reforms bills before Congress. HR 4088 proposed by Rep. Heath Shuler (D-NC) contains a number of provisions devestating to the home-building community, including a provision that would make contractors responsibile for the employment status of all workers on their job sites. HR 5515 proposed by Rep. Sam Johnson (R-TX) would create a more thoughtul verification program and only hold employers responsible for knowingly allowing illegal immigrants on job sites. NAHB urges its members to ask their representatives -- especially Democrats -- to remove their support from the Shuler and support the Johnson bill (HR 5515)
